SIA Linstow, in cooperation with the Latvian Association of Architects, held an information session for prospective participants in the design competition “Development of the Pavilion and Station Square in Riga, at 4 Station Square and 2A 13 January Street”. The meeting addressed questions raised by architects and designers regarding the competition brief, the development vision for the site, the scope of submissions, indicative costs and the project’s subsequent implementation.

The purpose of the meeting was to facilitate an open and professional dialogue and provide prospective participants with the clarifications needed to support a creative and high-quality design process. The session brought together representatives of SIA Linstow, the Riga City Architect’s Office, the Latvian Association of Architects and industry professionals.

“The Station Square area is a strategically important part of Riga city centre and a key component of the Riga Central Business District. Our goal is to revitalise this currently neglected property, give it a new function and strengthen its connection with the surrounding public space. Through this design competition, we aim to identify the best solution for the pavilion and the adjacent area while reinforcing Station Square as one of Riga’s key landmarks. I highly value today’s professional discussion with industry representatives, which provided greater clarity on the competition requirements and the broader context for developing this prominent urban location in a functional and spatial relationship with Station Square and the public space along 13 January Street,” says Andis Kublačovs, Director of Development and Sustainability.

Architects, landscape architects and urban design professionals are invited to propose high-quality solutions for the enhancement of one of Riga’s most important public spaces. Competition participants are expected to develop a proposal that combines the commercially viable use of the pavilion with a high-quality, people-friendly public space, well-considered pedestrian flows, sustainable landscaping and a distinctive architectural identity.

The meeting covered technical and project-specific matters relating to the development of the proposals, the site layout and the project’s role in the wider urban environment. Particular attention was paid to creating a high-quality public space that is convenient and welcoming for residents and visitors alike. Participants also discussed the project’s implementation conditions and planned budget. Linstow emphasised that the costs stated in the competition regulations are indicative, while the precise scope and contractual fee for the design work will be determined through a negotiated procedure based on the competition results and an agreement between the parties.

The competition implementation area covers approximately 1,850 m², while the wider study area extends to almost 10,000 m². It is located at Riga’s principal mobility hub and in the heart of the Riga Central Business District. With the development of Rail Baltica infrastructure, the area is becoming increasingly important as a modern multimodal transport and urban hub of Baltic significance.

The competition has a total prize fund of EUR 15,000: EUR 7,500 for first place, EUR 5,000 for second place and EUR 2,500 for third place. The competition winner will be invited to a negotiated procedure for the development of the construction design and the provision of author supervision services.

Design proposals must be submitted to the Latvian Association of Architects at 11 Torņa Street, Riga, by 4:00 p.m. on 14 September 2026.
